Strategic Programme Goals 2013-17

Within this context the UN Women Programme 2013-2017 for Afghanistan strives to impact the lives of women and girls in a manner that allows them to reach their human potential and promote communities that allow women to live with self-dignity and respect. This requires a multifaceted yet integrated approach, supporting both the national and subnational levels of policy, planning and implementation of Afghanistan’s existing frameworks and laws concerning women’s rights.

To this end, UN Women is committed to five strategic development goals:

  1. Women’s increased leadership and participation in the decisions that affect their lives;
  2. Increased economic empowerment of women, especially those who are most excluded;
  3. Prevent violence against women and girls and expand access to victim/survivor services;
  4. Women’s leadership in peace and security, and;
  5. National planning and budgeting processes promote stronger institutional accountability to gender equality commitments.

Applied within the context of the NAPWA, ANDS and UNDAF, UN Women has identified three key programmatic Pillars through which programming will be channelled for the current cycle, namely: 

  1. Political and Economic Empowerment,
  2. Elimination of Violence Against Women (EVAW), and
  3. Coordination and Advocacy. 

It has also identified essential capacities to be developed internally in order to provide mandated actions in support of national, donor and UN partners in their gender work. These include data collection and analysis, monitoring and evaluation, and enhanced advocacy tools.
