UN Women is implementing the Regional Programme on Improving Women’s Human Rights in Southeast Asia (CEDAW SEAP) supported by the Foreign Affairs, Trade and Development, Canada (DFATD), covering eight countries - Cambodia, Indonesia, Lao PDR,  Myanmar, Philippines, Thailand, Timor-Leste and Vietnam.  One of the key focus areas of the Programme is enhancing women’s access to justice through awareness raising and capacity development of government as well as of civil society organizations. The Programme intends to enhance regional exchange and learning among parliamentarians, lawmakers and gender advocates in Southeast Asia to have better understanding of plural legal systems that cover the broad spectrum of the legal orders, including those that are informal, not formally recognized, or not State sanctioned covering customary, indigenous, traditional and religious orders.  In this effort, UN Women will organize a “Regional Dialogue among Parliamentarians on the Implementation of CEDAW in conjunction with Beijing Platform for Action” by inviting lawmakers, parliamentarians, congress members, Civil Society Organizations and experts in Southeast Asia to share their experiences, practices and promotions of women’s access to justice both in formal and informal justice systems.

Objectives
  • To promote the role of Parliamentarians and Lawmakers in the implementation of CEDAW and review of the Beijing Platform for Action commitments
  • To have a dialogue among Parliamentarians on CEDAW based legal review processes
  • To create a space for Parliamentarian in Southeast Asia to share knowledge, lessons learned, and positive examples of policies, strategies for promoting women’s human rights in the context of varying cultures, political and legal systems.

Expected Results

  • Greater understanding among Parliamentarians on issues related to direct and indirect discrimination, access to justice in plural legal systems in South East  Asia with specific recommendations for improvements in the context of the BPFA review process
  • Experience sharing among Southeast Asian parliamentarians in promoting women’s human rights and implementation of laws in compliance with CEDAW principles
