In Focus: International Women’s Day
Timor-Leste, 8-10 March 2018

International Women's Day (IWD) 2018 focuses on advancing women's voice, participation and leadership towards the achievement of gender equality and the empowerment of women in rural and urban settings. The global theme for IWD, "Time is Now: rural and urban activists transforming women's lives", is connected to recent campaigns (#Metoo; #Timesup, etc.) and the urgency of joint action to address persistent gender inequality.

The IWD theme is also linked to key negotiations taking place at the 62nd Session of the United Nations Commission on the Status of Women (New York, 12th to 23rd March 2018), which will focus attention on the lives of rural women, and women in media, communications and information technology. Rural women make up 35 per cent of the population in Timor-Leste, and over half of rural women (63 per cent), are unemployed (2015 Population Census), while the diversity of women in urban spaces, particularly young women, are important actors for influencing technology and media to promote more equitable messages around gender.

The 2018 IWD is an opportunity to shed light on the great disparities between men and women's lives, particularly in their economic empowerment. In Timor-Leste, in 2013, only a quarter of employed women (28 per cent) were in wage or salaried positions, compared with (49 per cent) of employed men. In addition, women in Timor-Leste are paid less than men for work of equal value, on average earning USD 461 per month, compared to men's earnings of USD 553 (16 per cent less). Empowering women and girls, in their diversity, is key to the well-being of individuals, families and communities in urban and rural areas. The Time is Now: the entire population must be included and able to contribute to the economy and society - Timor-Leste's future development cannot wait.

Panel Discussion: "Time is Now: Weaving & Women's Intellectual Property Rights"

UN Women, in collaboration with key stakeholders including Timor Aid, Alola Foundation, the Secretary of State for Gender Equality and Social Inclusion, National Commission for UNESCO, National Directorate of Culture (Ministry of Education), Ministry of Commerce and Industry, etc. will raise attention through dialogue to issues related to women's intellectual property rights as linked to development of the textile and weaving industries. The panel discussion and textile exhibition aims to inform future policy and laws to further recognize women's traditional knowledge and economic empowerment. This builds on recommendations with key stakeholders made following a UN Women analysis on the industry's potential role contributing to women's economic empowerment. During the discussions the key stakeholders, including senior weavers, intellectual property and copy right issues were most prioritized to protect the industry and women weavers. Legal protections for women's traditional knowledge are also important to recognize the equal value of their work.

Solidarity March #HauBele

Connecting commemoration of IWD (8 March), and Veteran's Day (3rd March), and Rede Feto's anniversary (11 March), UN Women, along with Secretary of State for Gender Equality and Social Inclusion, Rede Feto and ACBIT-with support from Plan International, The Asia Foundation, Alola Foundation, FOKUPERS, International Women's Development Agency, Department of Foreign Affairs and Trade of Australia, among other partners, are organizing a solidarity march in Dili to pay homage to female veterans of the nation's freedom and encourage wider recognition of their contributions given inadequate recognition of the role that women played in the past, and women's potential as leaders in the development of the nation. The solidarity march will encourage greater gender parity in the Government structure (meaning both men and women have at least 40 per cent representation) and promote special temporary measures to ensure leaders of all gender identities receive support to succeed in their roles.. Movie Screenings

UN Women and the French Institute will show three French films, accompanied by short movies produced by Timorese university students related to the IWD theme on individual leadership and inspire individual actions to promote change. This will be supported by the Government of Australia's Partnership for Human Development.
