Tracking the Progress and Impact of Women’s Leadership in COVID-19 Responses in the Philippines

The purpose of this research is to develop a framework and tools to measure women’s leadership and participation in the COVID-19 response. Now, the new measurement framework developed by Humanitarian Advisory Group and UN Women has shown that, even when women and women’s rights organisations (WROs) are operationally active and supported to coordinate, advocate, and grow, their lack of access to the spaces where decisions are continues to prevent transformative change that serves the interests of women and girls. This report provides findings from measurement of women’s leadership and meaningful participation in the COVID-19 response in the Philippines. This work has been made possible by supplementary funding from the Government of Japan for the regional programme ‘Women and Girls at the Centre of COVID-19 Prevention’ which aims to contribute to the goal of leaving no one behind, even during the pandemic.
