National Action Plan to Prevent and Counter Trafficking in Persons (2026-2030)

Timor-Leste is vulnerable to risks of different forms of Trafficking in Persons (TIP),1 including foreign citizens trafficked to Timor-Leste, Timorese citizens trafficked to foreign countries, or internal trafficking within Timorese borders. There are hundreds of cases of trafficking in persons per year, yet only a few cases where the traffickers have been prosecuted. Limited economic and education opportunities, coupled with high unemployment create conditions that make individuals more vulnerable to TIP.

Recognizing the importance of addressing trafficking in persons through a comprehensive and coordinated approach, the KLATU, through the leadership of the Ministry of Justice, undertook a nationwide consultation from December 2024 to April 2025 and developed its first-ever National Action Plan to Prevent and Counter Trafficking in Persons.
