The objective of the report is to examine the legal gaps that are hindering expenditure allocation and reporting on the landscape of expenditures on GE. Subsequently, a step-by-step roadmap has been presented to strengthen the development, implementation and tracking of gender-responsive budgets toward the achievement of national commitments to the SDGs.

This brief was developed with an aim to capture the experiences and lessons learned from piloting gender responsive budgeting (GRB) initiatives in Bac Giang in 2018 and 2019. It presents the positive changes made and challenges encountered during the processes of the implementation and make proposals on how to promote GRB practices in socio-economic development programmes in the community going forward.

This publication has been developed within the framework of the project entitled Empowerment of Ethnic Minority Women and Girls Through Gender Responsive Budgeting Policies And Programmes, as a project between the Department of Ethnic Minority Affairs of the Committee for Ethnic Minority Affairs (CEMA) and UN Women with financial support from Irish Aid in Viet Nam.

This publication was developed out of the context of a new State Budget Law approved in 2015 which offered new and advanced articles of law from a gender perspective. The guidelines outlined in this Document aim to provide a basic knowledge of gender, gender equality and GRB and thus, offer skills with which to apply gender equality principles in budget monitoring and decisions of the People’s Council to conform to State Budget Law (2015).

In 2009, UN Women (then UNIFEM) produced a Report based on a scoping mission that mapped and assessed options as well as strategic entry points for work on GRB. With various changes in key laws and policies pertinent to gender equality during the past six years, in 2015, UN Women in Viet Nam decided to revisit the 2009 Report’s findings and recommendations, validate their relevance six year later and identify current opportunities to introduce GRB in Viet Nam. The 2015 Gender Responsive Budgeting in Viet Nam Report will serve as a useful tool for policy makers, researchers and other stakeholders working on gender equality, budgeting and planning.
