Over recent decades, there has been an increased focus on women’s leadership in humanitarian and development contexts. Evidence highlights the important role of women’s leadership in bringing ‘invaluable contextual knowledge, skills, resources and experiences to emergency preparedness, response and resilience-building.’

UN Women Indonesia rolled out the project from June 2020 through May 2021. At the end of the project, 610 women benefited from the cash-based interventions, 100 women received advocacy and leadership training, and more than 100 individuals received knowledge on coordinated quality services to better support and empower women's migrant workers. In addition, 11 women’s crisis centers and shelters across the country were supported to ensure that services for women’s survivors of violence could continue during the pandemic.

This document, developed by UN Women and The Equality Institute, responds to the need for a prevention monitoring framework contextualized to the Asia-Pacific region using an intersectional and whole-of-population approach. As lockdowns and restrictions persist, inequalities that underscore the pervasive impacts of the pandemic threaten to further exacerbate conditions for those most marginalized and vulnerable. With increasing evidence that women are being hit hardest by the crisis, gender-blind response strategies will impede women in their rights and opportunities and pose a serious risk to regional economies. The private sector will play a major role in shaping economic recovery, and thus has as a responsibility to incorporate a gender lens into response measures that ensure a more inclusive recovery overall.
