This brief was developed with an aim to capture the experiences and lessons learned from piloting gender responsive budgeting (GRB) initiatives in Bac Giang in 2018 and 2019. It presents the positive changes made and challenges encountered during the processes of the implementation and make proposals on how to promote GRB practices in socio-economic development programmes in the community going forward.

In 2009, UN Women (then UNIFEM) produced a Report based on a scoping mission that mapped and assessed options as well as strategic entry points for work on GRB. With various changes in key laws and policies pertinent to gender equality during the past six years, in 2015, UN Women in Viet Nam decided to revisit the 2009 Report’s findings and recommendations, validate their relevance six year later and identify current opportunities to introduce GRB in Viet Nam. In partnership with the Ministry of Women’s Affairs, UN Women have developed a curriculum of training focusing on building the understanding and capacity of government and local authority officials on the issues surrounding migration and gender. The curriculum outlines three main modules that should be focused on in training, namely: (1) Gender & Migration; (2) Law & Policy; and (3) Safe Migration. All training materials have been translated into Khmer and been included in the appendices. This curriculum has been developed in close consultation with a representative group of government officials from the Ministry of Women’s Affairs, Ministry of Labor and Vocational Training and Ministry of Interior.

The CEDAW General Recommendation No.26 on Women Migrant Workers was translated into Khmer to use in the National Workshop on Gender and Labor Migration. The translation improved participants understanding of the law that protect and promote rights of women migrant workers and enabled them to identify the need of written law and policy with gender perspective. Moreover, the Khmer version of CEDAW General Recommendation No.26 is an effective tool for Khmer people to increase their knowledge and build up understanding in the law that protect women migrant workers.
