This report is a summary of the technical dialogue between women with HIV/AIDS and about 100 experts and parties, such as donors and community members, about the multiple forms of gender-based violence (GBV) and the denial of human rights that women with HIV/AIDS and other women in Papua New Guinea (PNG) face. These women include those physically challenged or disabled, sex workers, lesbians, and transwomen.

The objective of the report is to examine the legal gaps that are hindering expenditure allocation and reporting on the landscape of expenditures on GE. Subsequently, a step-by-step roadmap has been presented to strengthen the development, implementation and tracking of gender-responsive budgets toward the achievement of national commitments to the SDGs.

Despite the scope and severity of the problem, GBV in humanitarian contexts is vastly underreported and current programming to prevent and respond to GBV cases is insufficient. Moreover, the role of all humanitarian practitioners, regardless of their expertise in gender and GBV, is increasingly critical in identifying GBV risks and referring the survivors to essential services.

These statistics set the tone for a series of conversations jointly hosted by UN Women and the French Embassy in Sri Lanka, in the broader context of COVID-19 and the parallel worsening of gender equality. The number of people living with HIV continues to steadily increase in China. In 2001, it was estimated that between 240,000-470,000 adults were living in HIV, and in 2009 the number more than double to 540,000 - 1,000,000. A similar trend applies to women in China. In 2001, 67,000-130,000 women were living with HIV, and in 2009 the number of women increase to 160,000-300,000.
