What would a utopian justice system look like? This was the question asked of participants from across Asia and the Pacific in an online consultation with women journalists. Their answer: a system that is people-centred and responsive to gendered needs. Cox’s Bazar, Bangladesh is home to over 880,000 Rohingya refugees who fled violence and persecution in Myanmar’s Rakhine State. Most Rohingya women and girls in Cox’s Bazar refugee camps are either survivors of, or witnesses to, gender-based violence. “In the Rohingya camp, community members have come from another country after experiencing tragedy and atrocities, so our behaviour towards them must be humanistic and tolerant,” says Atiqur Rahman, Commanding Officer of Bangladesh Armed Police Battalion 14, one of two battalions that serves Cox’s Bazar refugee camp.

From supplying food and hygiene products, to training health workers and nurses in COVID-safe protocols, providing personal protective equipment to front-line responders, protecting women’s livelihoods and sustaining shelter and essential services for survivors of violence, UN Women is channeling its funds, programmes and expertise to support women’s organizations on the ground. The villagers of the Giay ethnic minority are often at the mercy of the weather, so UN Women is helping them avert losses in their main livelihoods of farming and raising chickens and fish. Quang Kim, a commune in Ta Trang village near the capital of Lao Cai province in northern Viet Nam, is often hit by flash floods and landslides during the storm season. “The income of my family depends much on planting rice and selling chicken and fish, but all were buried by the flood in October last year,” said Ho Thi Nhung, 38, who lives here with her husband and two sons.

The first person that comes to mind when one talks about political will is Prime Minister Shri Narendra Modi. Everyone’s eyes are on what this political leader will accomplish in their term as head of the state. With regard to Gender Equality, various stakeholders of the Government have emphasised on “women-led development” as the big policy shift. One of the key ways to push this policy, is to make women enablers of the desired change. In my recent experience and interaction with this Government on Gender Budgeting, there are two particular instances of significance that I would like to enumerate upon.
