UN Women Supports Government of Tonga in Advancing Safety and Protection Coordination Frameworks

Nuku’alofa, Tonga- UN Women, through its support to the Pacific Humanitarian Protection Cluster (PHPC), supported the Ministry of Internal Affairs (MIA) and the National Disaster Risk Management Office (NDRMO) in convening the Safety & Protection Cluster Standard Operating Procedures (SOP) Development and Information Management Workshop held in Nukuʻalofa from 17 to 18 February 2026.

The two-day workshop brought together representatives from the Government of Tonga, humanitarian partners, non-governmental organizations, and civil society organizations. The meeting focused on strengthening coordination mechanisms, refining cluster Standard Operating Procedures, and enhancing information management practices that underpin effective emergency preparedness and response systems.

The workshop forms part of Tonga’s broader national SOP standardization initiative led by NDRMO. Discussions addressed key protection considerations that may arise during emergencies, including gender-based violence risks, child protection concerns, family separation, and the disproportionate impact of disasters on persons with disabilities. Participants also examined practical challenges that vulnerable groups may encounter in accessing assistance and essential services during crisis situations.

According to UN Women, strengthening nationally led protection coordination systems contributes to more inclusive and accountable humanitarian responses.

“Preparedness is ultimately about people. Clear coordination structures, shared understanding of roles, and strong information management systems help ensure that safety, dignity, and access to support remain central during times of crisis,” said Mr. Kolosa Matebalavu, Pacific Humanitarian Protection Cluster Coordinator and UN Women Humanitarian Specialist.

The Government of Tonga continues to advance disaster preparedness frameworks through national leadership and multi-stakeholder collaboration. UN Women acknowledged the engagement of MIA, NDRMO, and cluster members in progressing SOP development and coordination mechanisms.

Through the Pacific Humanitarian Protection Cluster, UN Women supports nationally led efforts across the Pacific to strengthen protection coordination, promote gender-responsive approaches, and reinforce safeguarding and inclusion within humanitarian action.
