12 State-Owned Enterprises Become First Movers for Family-Friendly Workplaces in Indonesia

Jakarta, 19 May 2026 — Twelve State-Owned Enterprises (SOEs) were introduced today as Indonesia’s First Movers for Family-Friendly Workplaces, marking a significant step toward advancing women’s participation in the workforce through policies that support caregiving, employee wellbeing, and flexible working arrangements. The initiative responds to Indonesia’s persistently low female labour force participation, where the disproportionate responsibility for unpaid care work remains a major barrier to women’s career advancement.

Data from Statistics Indonesia (BPS) show that the female labour force participation rate in 2024 stood at 56.42 percent, significantly lower than the male participation rate at 84.66 percent. The Australia-Indonesia Partnership for Economic Governance (AIPEG) also noted in 2018 that around 1.7 million women aged 20–24 left their jobs due to marriage or childbirth.

These 12 cross-sector companies are pioneers in developing, piloting, and systematically integrating family-friendly workplace policies. Over the past six months, the companies received intensive mentoring through the Women’s Empowerment Principles (WEPs) Corporate Action Lab, an acceleration programme under the UN Women Gender Action Lab supported by the Government of Australia through the Department of Foreign Affairs and Trade (DFAT). The programme (WEPsCAL) aims to foster innovation and accelerate business action for gender equality aligned to the WEPs.

“Danantara Respectful and Inclusive Workplace Playbook is an effort to strengthen a healthy, inclusive, and sustainable work culture within state-owned enterprises. Lessons from the WEPs Corporate Action Lab show that workplace transformation needs to be translated into systems, leadership, and daily work practices in order to deliver tangible impact for organizations,” said Wiwik Wahyuni, Senior Director of Human Capital Talent Management and Culture, PT Danantara Asset Management.

“When state-owned enterprises lead the transformation toward family-friendly workplaces, the impact extends beyond internal company policies. It sends a powerful signal that gender equality is the foundation for better workforce productivity and company's long-term sustainability," said Ulziisuren Jamsran, UN Women Indonesia Representative and Liaison to ASEAN.

“These 12 First Movers reflect concrete steps by SOEs in building a more inclusive and responsive work culture that meets employees’ needs. We believe that workplaces that support well-being and work-life balance also play an important role in strengthening talent sustainability and organizational performance. Srikandi Danantara is committed to continuing to expand collaboration and encouraging more SOEs to take similar steps,” said A.A.A. Indira Pratyaksa, Interim Chair of Srikandi Danantara.

Hadjar Seti Adji, Vice Chair of the Indonesian Human Capital Forum, said in his remarks, “Let us work together to advance Family-Friendly Workplaces. This is not merely about promoting culture, but about becoming a new way of working with more humane systems that have an impact on workforce productivity.”

More than a set of well-being policies, learnings[AB1.1] from the WEPsCAL demonstrate that family-friendly policies are a business strategy to strengthen talent retention, increase productivity, and build organizations that are adaptive to the needs of the future workforce. Four key solutions have been identified and selected by the 12 SOE First Movers, namely:

  1. Strengthening Paternity Leave and Men’s Engagement
    PT Pelabuhan Indonesia (Persero), Perum Perumnas, PT Wijaya Karya (Persero) Tbk, and PT Bio Farma (Persero) have strengthened paternity leave policies, monitoring, and organizational mindset change related to men’s engagement in care work.
  2. Mental Health and Flexible Working Arrangements
    PT Bank Tabungan Negara (Persero) Tbk, PT PLN (Persero), Perusahaan Umum Lembaga Penyelenggara Pelayanan Navigasi Penerbangan Indonesia/AirNav Indonesia, PT Mineral Industri Indonesia (Persero)/MIND ID, and PT Aviasi Pariwisata Indonesia (Persero)/InJourney have developed compressed working time arrangements, evaluations of hybrid working policies, and employee assistance programmes in collaboration with psychologists.
  3. Care Infrastructure
    PT PLN (Persero), PT Mineral Industri Indonesia (Persero)/MIND ID, and PT Wijaya Karya (Persero) Tbk/WIKA have strengthened support for Family-Friendly Workplaces through the standardization of daycare, the provision of lactation rooms, and the development of technical guidelines for managing care facilities.
  4. Women’s Leadership and Caregiver Support
    PT Pupuk Indonesia (Persero), Perum Perumnas, PT Wijaya Karya (Persero) Tbk/WIKA, PT Pelabuhan Indonesia (Persero)/Pelindo, Bank Mandiri and PT Pertamina (Persero) have developed initiatives on work flexibility, mentoring, inclusive recruitment policies, as well as support for caregivers.

The solutions are potentially reaching approximately 15,000 employees of these State-Owned Enterprises.

Lessons learned from the WEPsCAL programme were shared at today’s Public Showcase event, “Driving the Transformation of Inclusive and Family-Friendly Workplaces”. On the same occasion, the WEPsCAL Cohort 1 achievements book was launched, summarizing best practices as well as challenges, achievements, and development plans, which is expected to serve as learning and encourage replication across SOEs.

The success of these First Movers shows that transformation towards more inclusive and family-friendly workplaces can be achieved through cross-sector collaboration. UN Women, together with Danantara Indonesia and Srikandi Danantara, invites more SOEs and private companies to replicate these practices as part of efforts to build a more equal, adaptive, and sustainable world of work in Indonesia.

On the same occasion, the Danantara Respectful & Inclusive Workplace Playbook was launched as a practical guide for SOEs in building more inclusive and family-friendly workplaces, complementing the efforts of the WEPs Corporate Action Lab to advance workplace culture transformation across Indonesia.

12 BUMN Jadi First Movers Tempat Kerja Ramah Keluarga, Dorong Standar Baru Kesetaraan Gender di Dunia Kerja Indonesia

Jakarta, 19 Mei 2026 — Sebanyak 12 Badan Usaha Milik Negara (BUMN) hari ini diperkenalkan sebagai First Movers Tempat Kerja Ramah Keluarga di Indonesia, menandai langkah baru dalam mendorong partisipasi perempuan di dunia kerja melalui kebijakan yang mendukung pengasuhan, kesejahteraan pegawai, dan fleksibilitas kerja. Inisiatif ini hadir di tengah masih rendahnya partisipasi angkatan kerja perempuan di Indonesia, di mana beban pengasuhan dan kerja perawatan yang tidak proporsional masih menjadi salah satu hambatan utama keberlanjutan karier perempuan.

Data Badan Pusat Statistik menunjukkan tingkat partisipasi angkatan kerja perempuan pada 2024 tercatat sebesar 56,42 persen, jauh di bawah laki-laki yang mencapai 84,66 persen. The Australia-Indonesia Partnership for Economic Governance (AIPEG) pada 2018 juga mencatat sekitar 1,7 juta perempuan usia 20–24 tahun meninggalkan pekerjaan karena menikah atau memiliki anak.

Ke-12 perusahaan lintas sektor ini menjadi pelopor dalam mengembangkan, menguji coba, dan mengintegrasikan kebijakan tempat kerja ramah keluarga secara terstruktur. Sebelumnya, 12 perusahaan telah memperoleh pendampingan intensif selama 6 bulan dari UN Women melalui program WEPs Corporate Action Lab, sebuah program akselerasi di bawah UN Women Gender Action Lab yang didukung Pemerintah Australia untuk mempercepat penerapan kesetaraan gender di dunia kerja.

“Danantara Respectful and Inclusive Workplace Playbook merupakan bagian dari upaya untuk memperkuat budaya kerja yang sehat, inklusif, dan berkelanjutan di lingkungan BUMN. Pembelajaran dari WEPs Corporate Action Lab menunjukkan bahwa transformasi workplace perlu diterjemahkan ke dalam sistem, kepemimpinan, dan praktik kerja sehari-hari agar dapat memberikan dampak yang nyata bagi organisasi.” Kata Wiwik Wahyuni, Senior Director Human Capital Talent Management and Culture, PT Danantara Asset Management.

"Ke-12 First Movers ini mencerminkan langkah nyata BUMN dalam membangun budaya kerja yang lebih inklusif dan responsif terhadap kebutuhan pegawai. Kami percaya bahwa tempat kerja yang mendukung kesejahteraan dan keseimbangan kehidupan kerja juga berperan penting dalam memperkuat keberlanjutan talenta dan kinerja organisasi. Srikandi Danantara berkomitmen untuk terus memperluas kolaborasi dan mendorong lebih banyak BUMN untuk mengambil langkah serupa.” kata A.A.A. Indira Pratyaksa, Ketua Umum Interim, Srikandi Danantara.

Hadjar Seti Adji, Wakil Ketua Umum Forum Human Capital Indonesia, dalam sambutannya mengatakan “Mari bersama mendorong Tempat Kerja Ramah Keluarga. Ini bukan sekadar mendorong budaya, tetapi menjadi satu adaptasi baru dalam bekerja dengan sistem yang lebih manusiawi dan berdampak pada produktivitas tenaga kerja."

Lebih dari sekadar kebijakan untuk kesejahteraan, inisiatif ini menunjukkan bahwa kebijakan ramah keluarga merupakan strategi bisnis untuk memperkuat retensi talenta, meningkatkan produktivitas, dan membangun organisasi yang adaptif terhadap kebutuhan angkatan kerja masa depan. Empat solusi utama telah diidentifikasi dan dipilih oleh 12 First Movers BUMN, yaitu:

  1. Penguatan Cuti Ayah dan Keterlibatan Laki-laki
    PT Pelabuhan Indonesia (Persero), Perum Perumnas, PT Wijaya Karya (Persero) Tbk, dan PT Bio Farma (Persero) telah memperkuat kebijakan cuti ayah, monitoring, dan perubahan pola pikir organisasi terkait keterlibatan laki-laki dalam perawatan.
  2. Kesehatan Mental dan Fleksibilitas Kerja
    PT Bank Tabungan Negara (Persero) Tbk, PT PLN (Persero), Perusahaan Umum Lembaga Penyelenggara Pelayanan Navigasi Penerbangan Indonesia/AirNav Indonesia, PT Mineral Industri Indonesia (Persero)/MIND ID dan PT Aviasi Pariwisata Indonesia (Persero)/InJourney telah mengembangkan solusi compressed working time arrangement, evaluasi kebijakan hybrid working, dan program employee assistance bekerja sama dengan psikolog.
  3. Infrastruktur Pengasuhan
    PT PLN (Persero), PT Mineral Industri Indonesia (Persero)/MIND ID, dan PT Wijaya Karya (Persero) Tbk/WIKA telah memperkuat dukungan Tempat Kerja Ramah Keluarga melalui standardisasi daycare, penyediaan ruang laktasi, dan penyusunan pedoman teknis pengelolaan fasilitas pengasuhan.
  4. Kepemimpinan Perempuan dan Dukungan Caregiver
    PT Pupuk Indonesia (Persero), Perum Perumnas, PT Wijaya Karya (Persero) Tbk/WIKA, PT Pelabuhan Indonesia (Persero)/Pelindo, Bank Mandiri, dan PT Pertamina (Persero) telah mengembangkan inisiatif fleksibilitas kerja, mentoring, kebijakan rekrutmen inklusif, serta dukungan bagi caregiver.

Solusi yang dikembangkan berpotensi menjangkau sedikitnya 15.000 karyawan di lingkungan BUMN.

Pembelajaran dari program WEPsCAL dibagikan dalam acara Public Showcase “Mendorong Transformasi Tempat Kerja yang Inklusif dan Ramah Keluarga” yang diselenggarakan hari ini. Dalam kesempatan yang sama, diluncurkan buku capaian WEPsCAL Cohort 1 yang merangkum praktik baik, beserta tantangan, pencapaian, dan rencana pengembangan, yang diharapkan dapat menjadi pembelajaran dan mendorong replikasi di lintas perusahaan BUMN.

Keberhasilan First Movers ini menunjukkan bahwa transformasi menuju tempat kerja yang lebih inklusif dan ramah keluarga dapat diwujudkan melalui kolaborasi lintas sektor. UN Women bersama Danantara Indonesia dan Srikandi Danantara mengajak lebih banyak BUMN untuk mereplikasi praktik ini sebagai bagian dari upaya membangun dunia kerja Indonesia yang lebih setara, adaptif, dan berkelanjutan.

Pada kesempatan yang sama, juga dilakukan peluncuran Danantara Respectful & Inclusive Workplace Playbook sebagai panduan bagi BUMN dalam membangun lingkungan kerja yang inklusif dan ramah keluarga, sejalan dengan upaya WEPs Corporate Action Lab dalam mendorong transformasi budaya kerja yang lebih setara dan berkelanjutan.
