In 2016, Timor-Leste became the third country in the region to officially launch its first National Action Plan (NAP) 1325 (2016-2020) for the implementation of the United Nations Security Council Resolution 1325 (UNSCR 1325), despite having been implemented elements of the Resolution even before restoring its independence in 2002 and had advocated for the development of a National Action Plan since 2007.

The implementation of the first phase of the NAP 1325 ended in 2020, and with the support of UN Women, an assessment was conducted in conjunction with the 20th anniversary of the UNSCR 1325.

In January 2024, Timor-Leste's 9th Constitutional Government approved the second phase of NAP 1325 (2024-2028) highlighting the country's commitment to Women, Peace and Security agenda.
