The National Target Programme on New Rural Development has undergone two phases, between 2010-2015 and 2016-2020.

This 10-year implementation of the National Target Programme on New Rural Development has resulted in significant improvements in the socio-economic development of rural Vietnam. By the end of 2020, 62.4 per cent of rural communes met the New Rural Development standard; the average attainment of the NRD criteria was 16.4 out of a total of 19 criteria. Despite such remarkable improvements, there are still sizable gender gaps in terms of employment, property ownership, and access to public services in rural areas, especially in poor districts and communes. The burden of unpaid care work hinders equal access for women to opportunities; gender-based violence remains high at places.

In this context, UN Women has provided technical assistance for the Viet Nam Women’s Union to conduct an independent assessment to examine to what extent women’s empowerment and gender equality have been implemented in the National Target Programme on New Rural Development. Based on this assessment, the report makes recommendations for gender mainstreaming in the National Target Programme on New Rural Development 2021-2025.

Báo cáo đánh giá độc lập Rà soát và đánh giá Tác động về Giới của Chương trình Mục tiêu Quốc gia xây dựng Nông thôn mới - Giai đoạn 2010-2020

Chương trình mục tiêu quốc gia xây dựng nông thôn mới đã trải qua hai giai đoạn, từ 2010-2015 và 2016-2020.

Quá trình 10 năm thực hiện đã mang lại những thành tựu to lớn trong phát triển kinh tế - xã hội của vùng nông thôn Việt Nam. Đến cuối năm 2020, có 62,4% số xã đạt chuẩn nông thôn mới; mức độ đạt tiêu chí xã nông thôn mới trung bình là 16,4 (trên tổng số 19 tiêu chí).

Mặc dù vậy, bất bình đẳng giới trên các khía cạnh lao động, việc làm, sở hữu tài sản, và tiếp cận dịch vụ thiết yếu vẫn còn dai dẳng ở vùng nông thôn, nhất là các huyện nghèo, xã nghèo. Gánh nặng các công việc chăm sóc không lương cản trở phụ nữ tiếp cận bình đẳng với các cơ hội; tình trạng bạo lực trên cơ sở giới ở mức đáng lo ngại.

Trong bối cảnh đó, UN Women đã hỗ trợ kỹ thuật cho Hội Liên hiệp Phụ nữ Việt Nam triển khai đánh giá độc lập về thực hiện bình đẳng giới trong Chương trình mục tiêu quốc gia nông thôn mới giai đoạn 2010-2020. Dựa trên kết quả đánh giá này, báo cáo đưa ra các khuyến nghị thúc đẩy bình đẳng giới trong Chương trình mục tiêu quốc gia nông thôn mới giai đoạn 2021-2025.
