Dialogue on Actionable Steps for Inclusive Climate Resilience Monitoring and Reporting

The Asia-Pacific Adaptation Network (APAN) has formed and maintained close partnerships that have established them as a critical adaptation knowledge mobiliser in Asia and the Pacific Region. Similarly, the EmPower: Women for Climate-Resilient Societies Programme (EmPower), jointly implemented by UNEP and UN Women, has demonstrated that joint initiatives can amplify gender responsiveness in the adoption of renewable energy and in the implementation of climate and disaster risk reduction actions. Stakeholders and partners from both initiatives are calling for increased inclusivity and transparency to multistakeholder engagement. APAN and the EmPower programme share the mission of strengthening the participation of Asia Pacific actors to respond to climate change through low carbon development.
This initiative builds on the APAN-SPREP webinar held in June, on "Navigating the Path for the Global Goal on Adaptation" and seeks to enhance implementation of existing adaptation plans. Focusing on inclusivity in monitoring, evaluation, and learning (MEL) systems for climate resilience, the EmPower Programme will host webinars in July and October to engage governments, women organizations, civil society on opportunities to address inclusivity gaps related to the Poverty and Livelihoods, and Food and Agriculture thematic areas of the new UAE Framework for Climate Resilience (Global Goal for Adaptation - GGA) and its UAE-Belem Work Program that were adopted at COP28.
Objectives:
- To increase knowledge of sub-national, national, and regional actors to design, implement and monitor gender-responsive and inclusive national adaptation plans aligned to the Global Goal on Adaptation targets.
- To identify potential areas of tailored capacity building support in integrating gender equality and social inclusion in the adaptation policy cycle.
- Foster a collaborative community amongst governments, women’s organizations, civil society, and other key stakeholders, to collectively promote gender equality and inclusion in the new UAE Framework for Climate Resilience (Global Goal for Adaptation - GGA) and its UAE-Belem Work Program.
Expected outputs:
At the end of the session, a summary report will be prepared highlighting the following:
- Summary of knowledge gaps and learning interests from adaptation practitioners, focusing on community and local resilience topics that will inform the design of longer-term capacity building activities.
- Summary of potential entry points for integrating gender equality and inclusion in the development of GGA target indicators through the UAE-Belem work program.
