This toolkit outlines how to conduct an Observational Gender Review (OGR) to understand the diverse needs, capacities, and coping strategies of women, men, boys, and girls in crises. The OGR, developed in Myanmar by the Gender in Humanitarian Action Working Group (co-led by UN Women and UNFPA) and in partnership with CARE, adapts CARE's Rapid Gender Analysis (RGA) toolkit to the challenges of collecting data in crisis settings.

Traditional data collection methods, such as interviews and surveys, can be unsafe, complex, or impossible in Myanmar's humanitarian context. The OGR mitigates these risks by focusing on what data collectors can observe, rather than relying on direct questioning. This approach ensures humanitarian responses are informed by critical insights into gender dynamics, allowing for gender-responsive programming that meets the diverse needs of affected populations.
