Landscape Analysis Summary: Advancing Gender Finance in China

Gender equality is essential to achieving inclusive growth, sustainable development and peaceful societies. Yet, according to the Gender Snapshot, an estimated USD 360 billion annual funding gap remains globally to achieve gender equality and women’s empowerment (GEWE). If this funding gap is not addressed, existing inequalities and gender gaps risk being perpetuated and even exacerbated. At the 68th Commission on the Status of Women (CSW), the agreed conclusions further called for increased resources from public and private sources and financing with a gender perspective to accelerate GEWE achievement. China – through its public and private sector – can play a significant role in addressing the funding gap to contribute to the attainment of SDG 5 and the other SDGs.

In 2023, UN Women commissioned the International Institute of Green Finance (IIGF) to conduct a landscape analysis on the gender finance ecosystem (i.e., the key financial stakeholders, financial tools, initiatives, and policies that directly contribute to gender equality and women’s empowerment (GEWE)), and its development in China. This research mapped out key stakeholders engaged in the development of gender finance in China, such as governmental bodies, financial institutions, NGOs, research institutes, etc., and identified existing gender responsive financial tools, initiatives, and policies. It also provided a preliminary view of the gaps and opportunities that require further exploration to support sustainable financing for gender equality and women’s empowerment in China. This brochure, the Landscape Analysis Summary, provides a summary of the key takeaways from that research and helps to lay the foundation for further research and engagement with diverse stakeholders to advancing sustainable financing for gender equality and women’s empowerment in China and beyond.

 

推动可持续未来:中国性别金融发展态势分析报告

性别平等是实现包容性增长、可持续发展和和平社会的关键。然而,根据《可持续发展目标进展:2023性别快报》报告的数据显示,要实现性别平等和妇女赋权的目标,全球每年仍存在约3600亿美元的融资缺口。如果这一资金缺口得不到解决,现有的不平等和性别差距可能会持续甚至加剧。在第68届联合国妇女地位委员会(CSW 68)会议上,大会结论进一步呼吁通过公共和私营部门增加资源,提供具有性别视角的投融资,以加速实现性别平等和妇女赋权的目标。中国——通过其公共和私营部门——可以在弥补投融资缺口方面发挥重要作用,从而推动实现可持续发展目标(SDG)中的目标5及其他目标。

2023年,联合国妇女署委托国际绿色金融研究院(IIGF)开展了一项关于中国性别金融生态系统(指直接促进性别平等和妇女赋权的金融相关方、金融工具、举措和政策等)发展的现状分析。此报告梳理了中国性别金融发展的关键相关方,包括政府机构、金融机构、非政府组织、研究机构等,识别了现有的性别响应型金融工具、倡议和政策。同时,报告也初步分析了亟待探索的投融资缺口和机遇,以支持中国金融系统更好地推进可持续金融支持性别平等和妇女赋权。《中国性别金融发展态势分析报告》手册总结了该研究的重点成果,为进一步推动中国及全球范围内可持续金融支持性别平等和妇女赋权的深入研究和行业交流奠定了基础。
