Gender equality still needs more attention in many areas of development assistance

Seoul, Republic of Korea — The role of gender equality still does not receive enough research and consideration from official development assistance (ODA) policies and projects, in particular in areas beyond the ones historically consider gender priorities such as health and education.
This opinion was suggested at a conference under the title 2023 Annual Summer Conference: International Development Cooperation for Gender Equality in Times of Global Crisis held in Seoul on 23 June 2023. The conference was co-hosted by the UN Women Centre of Excellence for Gender Equality together with the Korea Association of International Development and Cooperation, Ewha Institute for Development and Human Security, and the Korea Institute for National Unification at Ewha Womans University in Seoul.
The Centre participated as presenter in one of the sessions titled Gender Equality ODA in a Global Crisis Era. Eunkoo Lee, a research and data specialist from the Centre, stressed the need to expand the role of gender equality in the ODA fields of climate change and information communication technology (ICT), beyond the traditional focus on the health and education sectors.
The Centre has previously provided capacity-building training programmes in gender statistics for public servants from developing countries in the Asia-Pacific region. Additionally, the Centre has engaged in research on the impact of climate change on women's livelihoods and the adoption of a statistical framework for measuring femicide (gender-related killings of women and girls) in member states..
In the same session, representatives from the Korea Women's Development Institute (KWDI), Seoul National University Graduate School of International Studies (GSIS), and the Korean Women's Associations United discussed ways to expand ODA projects from a gender perspective.
The presenter, Ji-so Yun, the director of the KWDI, discussed changes in the gender ODA project environment before and after COVID-19. Ye-ri Sim, a researcher at the GSIS, suggested incorporating a gender-sensitive perspective into the Korean agricultural development project model.
As the discussant, Youngsook Cho, the director of the Korean Women's Associations United, emphasized the importance of collaboration with civil society organizations in the process of designing ODA programmes. Hyerim Cho, a professor at Ewha Womans University Graduate School of International Studies, discussed the necessity of sharing institutional measures to promote gender mainstreaming in ODA projects.
Over 50 participants attended, including representatives from Korean development cooperation agencies, academia and research institute officials, as well as ODA project managers. The Centre will continue its commitment to the topic of gender and international development cooperation.
유엔여성기구, 국제개발협력학회서 성평등 증진을 위한 공적개발원조 사업 확대 방안 논의

대한민국 서울 — 유엔여성기구 성평등센터(센터)가 성평등 증진을 위한 공적개발원조(ODA, Official Development Assistance) 정책 및 사업의 필요성을 강조하고, 이를 위해 국내 주요 국제개발협력 기관들과 머리를 맞댔다.
센터는 6월 23일 국제개발협력학회, 이화여대 국제개발협력연구원, 통일연구원과 함께 서울 이화여자대학교에서 ‘2023 국제개발협력학회 하계학술대회’를 공동 주최했다.
이날 학술대회는 다양한 국제개발협력 문제를 논의하는 21개 분과 세션으로 구성됐는데, 이 가운데 센터는 ‘글로벌 복합위기 시기 성평등 원조’ 주제의 세션에 발표자로 참여했다.
발표자로 나선 이은구 유엔여성기구 성평등센터 연구관은 “기존의 성평등 ODA 사업은 보건·교육 등 특정 분야에 국한돼 있지만, 장기적으로는 기후변화나 정보통신기술(ICT) 역량 강화 사업 등 다양한 분야로 확산돼야 한다”고 강조했다.
센터는 그간 아시아 태평양 지역 개발도상국 공무원을 대상으로 성인지 통계 역량 강화 프로그램을 제공하고 교육 사업을 추진했다. 또 기후변화가 개발도상국 여성의 삶에 미치는 영향에 관한 연구를 진행했다. 젠더 기반 여성 살해(Femicide)를 통계적으로 측정하는 국제 표준을 도입하는 사업도 전개하고 있다.
이날 세션에는 유엔여성기구 성평등센터 외에 한국여성정책연구원, 서울대학교 국제대학원, 한국여성단체연합이 참여해 성평등 관점의 ODA 사업 확산 방안을 논의했다.
발표자로 나선 윤지소 한국여성정책연구원 센터장은 ‘코로나 전후 성평등 ODA 사업환경변화와 향후 전략’을 설명했다. 심예리 서울대학교 국제대학원 연구원은 한국형 농업개발모델에 성인지적 관점을 접목시킬 것을 권했다.
토론자로 나선 조영숙 한국여성단체연합 국제연대센터 소장은 ODA 사업 구성 과정에서 시민단체와의 협력을 강조했고, 조혜림 이화여대 국제대학원 교수는 ODA 사업의 성주류화를 위한 제도적 방안을 공유할 필요성을 논의했다.
이날 행사에는 발표자와 토론자 외에 국내 개발협력 수행기관 사업 담당자, 대학 및 연구소 관계자 등 50여명이 참가했다. 센터는 앞으로도 ‘젠더와 국제개발협력’이라는 의제에 대해 지속적으로 관심을 가지고 기여 방안을 모색할 예정이다.
