Empowering Thai listed companies to put Women’s Empowerment Principles into action

Bangkok, Thailand — At least 30 Thai listed companies are now better equipped to advance gender equality and put the Women’s Empowerment Principles (WEPs) into place in workplaces, markets and communities, following a workshop from 22–23 November 2023.
Entitled “WEPs Principles to Actions,” the workshop was conducted in partnership with the Securities and Exchange Commission, Thailand (SEC), and Thai Listed Companies Association (TLCA), as part of the WE RISE Together programme, supported by the Australian Government through the Mekong-Australia Partnership and implemented by UN Women. The programme aims to make value chains more inclusive and promote Supplier Diversity through Gender-Responsive Procurement (SD-GRP) in Thailand and Viet Nam.
“Businesses that diversify their suppliers and procure more from women-owned business and diverse groups will ultimately support Thailand’s path towards sustainable social and economic growth,” said Alia El-YASSIR, Regional Director for UN Women Asia and the Pacific. “We hope that companies’ Environment, Social and Governance (ESG) One Report will increase the adoption of the WEPs and related tools, such as the Gender-Responsive Procurement assessment tools, leading to more inclusive and equitable practices.”
The workshop sought to create an enabling environment across capital market ecosystems on the business and human rights approach, and to strengthen the companies’ capacities by putting the WEPs – which offer guidance on how to promote gender equality in the workplace, marketplace and community – into practice.
Jomkwan Kongsakul, SEC Deputy Secretary-General, stated in her opening speech: “The SEC Thailand is delighted to co-organize this important workshop whose objectives align with our efforts to promote respect for human rights, including gender equality, in business operations. One of our strategic priorities is to support listed companies in effectively incorporating environmental, social and governance considerations into business practice to enhance their entire value chains. The UN Women’s guidance and tools will empower listed companies to make tangible progresses in advancing gender equality and to provide clearer disclosure of their policies and implementation in Form 56-1 One Report.”
During the workshop, the concept of SD-GRP as part of WEPs Principle 5 – enterprise development, supply chain and marketing – was shared to promote practices that could lead to a more gender-inclusive and diverse culture within the industry and across supply chains.
“TLCA has recognized the importance of gender equality,” added TLCA Adviser Pensri Suteerasarn. “As of today, the number of women in leading roles has continuously increased. In early 2023, a survey found that as many as 1 in 3 listed companies had female executives. TLCA has realized and supported a gender equality approach, and has an ESG policy to promote sustainable development in all aspects of listed companies.”
UN Women, SEC and TLCA will continue to work together to promote gender equality and a human-rights-based approach throughout the value chain, emphasizing transparency, accountability and diversity, which will, in turn, inform ESG business practices.

กรุงเทพฯ, ประเทศไทย — เมื่อวันที่ 22–23 พฤศจิกายน 2566 ได้มีการจัดการประชุมเชิงปฏิบัติการเกี่ยวกับหลักการเสริมสร้างศักยภาพสตรี (Women’s Empowerment Principles: WEPs) เป็นเวลา 2 วัน โดยมีบริษัทจดทะเบียนและภาคเอกชนเข้าร่วม เพื่อส่งเสริมความเสมอภาคทางเพศและอำนาจทางเศรษฐกิจของสตรี ให้สังคมทุกภาคส่วนเข้าถึงกระบวนการทางธุรกิจได้ ซึ่งครอบคลุมไปถึงเรื่องความเป็นผู้นำ สถานที่ทำงาน ตลาด และชุมชน
การประชุมเชิงปฏิบัติการ หัวข้อ “หลักการเสริมสร้างศักยภาพสตรี: จากหลักการสู่หลักปฏิบัติ WEPs Principles to Actions” เป็นส่วนหนึ่งของโครงการ WE RISE Together ที่ได้รับการสนับสนุนโดยรัฐบาลออสเตรเลียผ่านโครงการความร่วมมือประเทศลุ่มแม่น้ำโขง-ออสเตรเลีย และดำเนินโครงการโดยสำนักงาน UN Women ซึ่งโครงการ WE RISE Together มุ่งสนับสนุนซัพพลายเออร์ที่หลากหลายผ่านการจัดซื้อจัดจ้างที่คำนึงถึงความเสมอภาคทางเพศ หรือ Supplier Diversity through Gender-Responsive Procurement (SD-GRP) ในประเทศไทยและเวียดนาม
สำหรับการประชุมเชิงปฏิบัติการในครั้งนี้ เกิดขึ้นจากความร่วมมือของ สำนักงานคณะกรรมการกำกับหลักทรัพย์และตลาดหลักทรัพย์ (ก.ล.ต.) และสมาคมบริษัทจดทะเบียนไทย ณ โรงแรมคราวน์พลาซ่า กรุงเทพฯ ลุมพินี พาร์ค โดยมีผู้เข้าร่วมโครงการจากบริษัทจดทะเบียน 30 แห่ง โดยมีวัตถุประสงค์เพื่อสร้างสภาพแวดล้อมที่เอื้ออำนวยแก่สังคมทุกภาคส่วนทั่วทั้งระบบตลาดทุนโดยยึดหลักธุรกิจกับสิทธิมนุษยชน และเพื่อเสริมสร้างศักยภาพให้แก่บริษัทจดทะเบียนผ่านการนำหลักการเสริมสร้างศักยภาพสตรีไปปฏิบัติจริง โดยเป็นหลักการที่เสนอแนวทางแก่บริษัทในการส่งเสริมความเท่าเทียมทางเพศในที่ทำงาน ตลาด และชุมชน
ทั้งนี้ ในการประชุมเชิงปฏิบัติการดังกล่าว จัดให้มีการแบ่งปันความรู้เกี่ยวกับแนวคิด SD-GRP ซึ่งเป็นส่วนหนึ่งของ WEPs หลักการที่ 5 ว่าด้วยการพัฒนาห่วงโซ่อุปทานและการตลาด เพื่อเผยแพร่แนวปฏิบัติที่จะนำไปสู่ความเสมอภาคที่ครอบคลุมตลอดกระบวนการทางธุรกิจ ตั้งแต่ภายในอุตสาหกรรมไปจนถึงทั้งห่วงโซ่อุปทาน
คุณอาลิยา เอล-ยะซีร์ ผู้อำนวยการสำนักงาน UN Women ประจำภูมิภาคเอเชียและแปซิฟิก กล่าวว่า ธุรกิจที่มีซัพพลายเออร์หลากหลายและจัดซื้อจัดจ้างจากธุรกิจที่ผู้หญิงและกลุ่มเปราะบางเป็นเจ้าของมากขึ้น จะเป็นส่วนหนึ่งที่ช่วยให้ประเทศไทยก้าวไปสู่การเติบโตทางสังคมและเศรษฐกิจที่ยั่งยืนในท้ายที่สุด UN Women หวังว่ารายงาน ‘Environment, Social and Governance (ESG) One Report’ ของบริษัทต่าง ๆ จะทำให้มีการนำหลักการ WEPs และเครื่องมือที่เกี่ยวข้องไปใช้มากขึ้น เช่น เครื่องมือการประเมินการจัดซื้อจัดจ้างที่คํานึงถึงความเสมอภาคทางเพศ (Gender-Responsive Procurement assessment tools) ซึ่งจะนำไปสู่แนวปฏิบัติที่ครอบคลุมและเท่าเทียมกันมากขึ้น
คุณจอมขวัญ คงสกุล รองเลขาธิการ ก.ล.ต. ซึ่งได้รับเกียรติเป็นผู้กล่าวเปิดงาน ได้กล่าวว่า “ก.ล.ต. มีความยินดีที่ได้สนับสนุนการจัดประชุมเชิงปฏิบัติการในครั้งนี้ ซึ่งสอดรับกับแนวทางขับเคลื่อนงานด้านสิทธิมนุษยชน รวมถึงความเท่าเทียมทางเพศ โดย ก.ล.ต. มีเรือธงยุทธศาสตร์ที่สนับสนุนให้บริษัทจดทะเบียนนำปัจจัยด้านสิ่งแวดล้อม สังคม และธรรมาภิบาลผนวกในการประกอบธุรกิจ เพื่อเพิ่มคุณค่าตลอดห่วงโซ่คุณค่า ดังนั้น เครื่องมือของ UN Women จะมีส่วนช่วยสนับสนุนให้การดำเนินการของบริษัทจดทะเบียนเป็นไปอย่างเป็นรูปธรรม และสามารถเปิดเผยข้อมูลนโยบายและการผลการปฏิบัติในแบบแสดงรายการข้อมูลประจำปี (56-1 One Report) ต่อไป”
คุณเพ็ญศรี สุธีรศานต์ ที่ปรึกษาสมาคมบริษัทจดทะเบียนไทย กล่าวว่า “สมาคมบริษัทจดทะเบียนไทย ได้ตระหนักถึงความสำคัญในการดูแลด้านความเท่าเทียมกันทางเพศ ปัจจุบันจะพบว่าบทบาทของสตรีในฐานะผู้นำองค์กรมีจำนวนเพิ่มขึ้นอย่างต่อเนื่อง โดยเมื่อช่วงต้นปี 2566 ได้มีการสำรวจพบว่าจำนวนบริษัทจดทะเบียนถึง 1 ใน 3 มีผู้บริหารองค์กรเป็นเพศหญิง ทั้งนี้ การดูแลความเท่าเทียมกันทางเพศนับเป็นหนึ่งในการพัฒนาความยั่งยืนของบริษัทจดทะเบียนที่สมาคมฯ ให้ความสำคัญและพร้อมที่จะสนับสนุน สมาคมฯ ยังมีนโยบายในการสนับสนุน และส่งเสริมการพัฒนาความยั่งยืนในทุกมิติของบริษัทจดทะเบียน ทั้งด้านสิ่งแวดล้อม สังคม และธรรมาภิบาล
สำนักงาน UN Women ก.ล.ต. และสมาคมบริษัทจดทะเบียนไทย จะทำงานร่วมกันต่อไปเพื่อส่งเสริมแนวทางที่ยึดหลักสิทธิมนุษยชนตลอดทั้งห่วงโซ่คุณค่า (value chain) โดยให้ความสำคัญกับความโปร่งใส ความรับผิดชอบ และความหลากหลาย ก่อให้เกิดแนวทางปฏิบัติทางธุรกิจด้านสิ่งแวดล้อม สังคม และธรรมาภิบาล
