Guidelines for the Promotion and Implementation of Gender Responsive Budgeting in the Socio-Economic Development Programme for the Most Disadvantaged Communes in Ethnic Minority and Mountainous Areas (Programme 135)

This publication has been developed within the framework of the project entitled Empowerment of Ethnic Minority Women and Girls Through Gender Responsive Budgeting Policies And Programmes, as a project between the Department of Ethnic Minority Affairs of the Committee for Ethnic Minority Affairs (CEMA) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), with financial support from Irish Aid in Viet Nam.

The Guidelines are aimed at officials working on ethnic minority affairs including the planning and implementation of Programme 135, advisers from other departments and sectors dealing with Programme 135, officials in charge of the advancement of women and gender equality, finance and budget, and gender experts. Programme 135 was selected as it has been the most successful programme in Viet Nam with regards to hunger eradication and poverty reduction for many years. The Programme has brought numerous positive impacts in terms of socio-economic development to the most disadvantaged ethnic minority areas in Viet Nam. The development of these guidelines and piloting the application of gender responsive budgeting in the Viet Nam context is essential to provide valuable lessons learned and experiences to policy makers. This is also the basis for the wider application of gender responsive budgeting in various fields.

Tài liệu Hướng dẫn thúc đẩy và thực hiện ngân sách có trách nhiệm giới trong Chương trình phát triển kinh tế xã hội các xã đặc biệt khó khăn vùng dân tộc thiểu số và miền núi (Gọi tắt là Chương trình 135) được xây dựng trong khuôn khổ dự án “Trao quyền cho phụ nữ và trẻ em gái dân tộc thiểu số thông qua chính sách và chương trình có trách nhiệm giới” giữa Vụ Dân tộc thiểu số - Ủy ban Dân tộc (UBDT) và Cơ quan Liên Hợp Quốc về Bình đẳng giới và Trao quyền cho phụ nữ (UN Women) với sự hỗ trợ tài chính của Chính phủ Ireland.

Tài liệu đưa ra những hướng dẫn cụ thể để thực hiện ngân sách có trách nhiệm giới trong các hoạt động tiểu dự án của Chương trình 135. Chương trình 135 được lựa chọn vì đây là một Chương trình thành công nhất của Việt Nam trong công cuộc xóa đói giảm nghèo trong nhiều năm qua. Chương trình đã mang lại nhiều tác động tích cực đối với phát triển kinh tế - xã hội ở vùng dân tộc thiểu số đặc biệt khó khăn của Việt Nam. Việc thúc đẩy ngân sách có trách nhiệm giới trong lĩnh vực này có thể đưa ra những bài học kinh nghiệm cho Việt Nam để thực hiện ngân sách có trách nhiệm giới trong các lĩnh vực khác.
