Korea Women’s Development Institute (KWDI) says ‘No’ to Violence against Women: Interview with Dr. Myung-Sun Lee, President of KWDI

Bangkok, Thailand – More voices can bring more and real changes. Synergising the shared vision: ending gender-based violence (GBV), KWID has always been a big part of the relationship with UN Women. With 16 Days of Activism to say ‘no’ together to end violence against women across the globe, Sujeong Song, Programme Officer – EVAW, interviewed Dr. Myung-Sun Lee, President of Korean Women’s Development Institute (KWDI) on Friday, 25 November 2016.
As the Regional Consultation on the Sustainable Development Goals (SDG) Baseline Publication has emphasised, strategising evidence-based advocacy is integral to achieving all gender-related SDG goals and targets. How important will this regional consultation be for KWDI’s policy and work? And, what would be the next steps KWDI plans to take to address this challenge?
The Regional Consultation is significant to KWDI since it seeks to develop indicators to monitor the progress of implementing gender-related SDG goals in the Asia-Pacific region, a task KWDI is strongly committed to. The importance of gender equality in the context of SDGs has been highlighted by recognising gender equality as a stand-alone goal and as a cross-cutting issue in SDGs. From this, it can be argued that, without achieving gender equality, realisation of all SDG goals will be challenging. As a leading policy think-tank on women’s policy, gender equality and girls’ and women’s empowerment in South Korea, KWDI will apply the findings from the Regional Consultation in its study of women’s issues in South Korea and in our joint research with partner institutes in Asia-Pacific. We are also internally discussing ways to best support the findings from the Regional Consultation at the institute level.
With generous support by KWDI, the landmark evidence-based report ‘Born to be Free’ was successfully launched last September. Especially, two articles written by UN Women about the launch event received a great deal of attention from the public on social media, reaching more than 50,000. What would be the next steps KWDI envisions for scaling up the initiative?
There are two initiatives currently pursued in South Korea in relation to the UN Women’s Safe City Initiative. One is the Safer City Project implemented by the Seoul Metropolitan Government which was quoted as a case study in the ‘Born to be Free’ report. The other initiative is Women-friendly City. Women-friendly City is an initiative that promotes cities to ensure gender-equal participation by its dwellers, through increasing childcare programmes and facilities, crime and disaster prevention, and establishing social and cultural programmes to support women and other socially vulnerable groups. Currently, there are 66 Women-friendly Cities in South Korea. At KWDI, there are policy experts and researchers who took part in shaping policies for Women-friendly Cities since its inception.
The wealth of knowledge accumulated over the years, particularly in the area of developing monitoring tools, can be shared with UN Women to assist the successful implementation of UN Women's Safe Cities and Safe Public Spaces Global Flagship Initiative.
KWDI and UN Women have been in good relationship for the past few years in advancing gender equality in Asia-Pacific region. What do you see as key values of the partnership between KWDI and UN Women? How do you project that the strengthened relationship between KWDI and UN Women can synergise shared visions of gender equality and women’s empowerment?
Both KWDI and UN Women share the common goal of proliferating gender equality and women’s empowerment in the Asia-Pacific region. Since its establishment thirty-three years ago, KWDI has acquired expertise in gender research and women-related policy research, both in the context of Korean society and development assistance overall. This coupled with UN Women’s expertise on technical assistance, such as developing monitoring mechanisms and in field research, will create a synergy effect in comprehensively approaching gender issues in the region and this will lead to the realisation of gender equality and women’s empowerment.

방콕, 태국 – 유엔여성기구는 국경과 언어를 초월하여 여성폭력근절을 위한 하나의 목소리를 만들어 나가기 위해 11월 25일부터 12월 10일까지 “여성폭력근절을 위한 16일간의 실천캠페인 (16 Days of Activism against Gender-Based Violence)”을 진행 중에 있다. 11월 25일, 특별한 주간을 맞이하여, 유엔여성기구는 여성폭력근절이라는 공동의 목표를 향해 오랫동안 유엔여성기구와 함께해온 한국여성정책연구원(KWDI) 이명선 원장과의 인터뷰를 진행하였다. 송수정 여성폭력철폐 (EVAW) 프로그램 담당관이 전하는 KWDI의 오랜 비전과 노력에 대한 이야기는 다음과 같다.
지난 2016년 11월 15-17일, KWDI의 지원을 바탕으로 개최된 “지속가능발전목표(SDGs) 기초선 자료 발간을 위한 아태지역 담화” 에서도 강조되었듯이, 데이터와 통계는 정책의 영향을 평가하고 이와 관련한 정부의 책무성을 강화하는데 기여함으로써, 젠더와 관련된 지속가능발전목표(SDGs)달성에 없어서는 안 될 핵심요소라고 할 수 있습니다. 유엔여성기구의 핵심파트너이자 한국 여성정책 전문연구기관으로서 KWDI 원장님께서는 이번 아태지역회담을 어떻게 보시고 계시며, 앞으로의 계획이 어떠신지 말씀 부탁 드립니다.
이번 “지속가능발전목표(SDGs) 기초선 자료 발간을 위한 아태지역 담화”는 저희 KWDI가 핵심적으로 추진하고 있는 젠더 관련 지속가능발전목표(SDGs)의 달성과 관련하여 선제적이고 체계적 방안을 제시하였다는 점에서 큰 의미를 가진다고 생각합니다. 무엇보다도, 지속가능발전목표(SDGs)의 실질적 달성을 위해서는 없어서는 안 될 지역 맞춤형 성과측정방안을 구축하는 전기를 마련하였다는 점에서 가장 큰 의의가 있다고 할 것입니다.
양성평등은 지속가능발전목표(SDGs)차원에서 이미 단일목표로 제시되었을 뿐만 아니라 기타 여러 목표(Goals) 및 세부목표(Targets) 달성을 위한 선결조건으로서 그 중요성은 거듭 강조하여도 부족할 것입니다. 한국을 대표하는 여성정책 Think-Tank로서 저희 KWDI는 이번 아태지역 담화를 통해 제시된 주요 정책적 제언을 국내 연구과제에 반영하는 것을 물론 기타 아태지역 연구파트너와의 합동연구를 통해 이를 확대, 강화함으로써 아태지역 내 젠더와 관련된 지속가능발전목표(SDGs) 달성을 위한 실질적인 정책기반을 조성할 것입니다.
지난 2016년 9월 30일, 유엔여성기구는 KWDI와의 협력을 바탕으로 "선택이 아닌 권리로서의 자유" 발간행사를 공동개최 하였습니다. 특히, 해당내용을 다룬 두 건의 기사는 유엔여성기구 소셜미디어를 통해 공유되어 2016년 10월 말 기준으로 전세계 50,000 명 이상의 사람들에게서 호응을 얻으며 높은 관심을 받았습니다. 국경과 언어를 초월하여 전세계 모든 여성이 안전한 사회를 조성하시기 위해 오랜노력을 해오시고 계신 만큼, KWDI에서 이러한 노력을 더욱 확대하고 강화하기 위해 어떠한 계획을 가지시고 계신지 궁금합니다.
현재 유엔여성기구에서 시행하고 있는 '안전한 도시 및 안전한 공공장소를 위한 글로벌 플래그쉽 계획'과 관련하여 한국에서도 두 가지의 주요사업이 현재 진행 중에 있습니다. ‘여성친화도시’ 가 그 중 하나이고, 나머지 하나는 "선택이 아닌 권리로서의 자유" 보고서에서도 언급이 되었던 서울시의 '안전도시 프로젝트' 입니다. 특히, ‘여성친화도시’ 사업은 여성을 비롯하여 사회취약계층을 대상으로 육아시설 구축은 물론 범죄 및 재난 예방 정책 확대, 나아가 여성 역량강화와 여성친화 문화프로그램 제공에 이르기까지, 성 평등과 여성의 관점을 통합적으로 도시건설에 반영하는 노력으로 전개되고 있습니다. 현재, 66곳의 ‘여성친화도시’가 운영 중에 있으며, KWDI의 많은 전문연구원들이 ‘여성친화도시’사업의 조성부터 참여하고 있는 상황입니다. 특히, 다년간 해당 사업의 시행평가 및 분석에 참여하면서 축적한 관련성과와 제언사항을 유엔여성기구와 공유함으로써 유엔여성기구의 '안전한 도시 및 안전한 공공장소를 위한 글로벌 플래그쉽 계획'의 더 큰 발전에도 기여할 수 있을 것이라고 생각합니다.

KWDI와 유엔여성기구는 아태지역 내의 양성평등 및 여성역량강화라는 공통의 목표를 위해 오랫동안 협력해오고 있습니다. 한국을 대표하는 여성전문연구기관으로, KWDI는 33년 전 설립부터 국내 여성정책은 물론 개발의 관점에서 여성 및 젠더에 관한 종합적인 연구를 수행하고, 여성 능력 개발 및 여성 연구에 대한 정보를 제공해오고 있습니다. 이번 양해각서 체결을 바탕으로, 평가체계개발 및 현장기반연구와 같이 유엔여성기구가 가진 전문분야에서의 공동협력을 더욱 심화함으로써 양성평등 및 여성역량강화라는 목표의 달성을 보다 종합적이고 실질적 관점에서 앞당길 수 있을 것이라고 생각합니다.
