Seoul, the Republic of Korea — Experts met in Seoul in December to better understand the different ways men and women interact with technology and the implications for gender equality and women’s empowerment.

“The consultation shed light on gender differences in interactions with technology and provide a platform to share knowledge on the connections between gender equality, innovation, and technology,” said Jeongshim Lee, director of the UN Women Centre of Excellence for Gender Equality in the Republic of Korea, which convened the event held 6-8 December 2022.

The consultation brought together 26 leading gender and data experts from UN Women, the UN Department of Economic and Social Affairs, the International Labour Organization, the Food and Agriculture Organization, Pulse Lab Jakarta, academia, civil society organizations as well as national statistics offices to discuss gender differences in human interaction with technology and conceptualize ways to measure such differences. The consultation examined the breadth of interactions between humans and technology from a gender perspective and explored how non-traditional data sources and other forms of statistical innovation can help fill gender data gaps on gender and technology.

New technologies and innovations have great potential to improve the social and economic outcomes for women and girls. Digital tools provide opportunities for greater access to information, education, and skills, which leads to increased employment and business opportunities. Technology may also facilitate access to public services, including in remote areas.

Nevertheless, the benefits of technology do not come about automatically. There is a risk of the gender digital divide amplifying and perpetuating existing gender inequalities. Technology may also expose women and men to health and security risks, including online harassment. “In this context, this expert consultation on women and technology data is very timely to understand how women and men interact with technology, and the implications of these interactions on gender equality and women’s empowerment,” Lee said.

Minah Kang, Professor at Ewha Women’s University, said “The expert consultation provided an excellent conceptual framework on the development of women-technology indicators that links data, institutions, knowledge, and innovations.” She also emphasized the need for statistical measures and indicators to impact policy change and create knowledge on bridging the gender gap.

The expert consultation paved the way to enhance the measurability of existing indicators and tools for measuring the connections between women and technology. Based on the discussions from the expert consultation, there is much work to be done, including reviewing the existing indicators and assessing the need to refine or develop new indicators, and communication and advocacy. The Centre, which was established in 2022 with support from the Ministry of Gender Equality and Family of the Republic of Korea to address deep-rooted gender biases and practices again women and girls, will work closely with relevant partners to contribute to the global efforts of measuring the women and technology nexus.

젠더 디지털 격차 해소를 위한 여성과 과학기술을 위한 국제전문가 회의 개최

대한민국 서울 — 유엔여성기구 성평등센터(센터장 이정심)는 2022년 12월 6일(화)부터 8일(목)까지 3일 동안 “젠더 디지털 격차 해소를 위한 여성과 과학기술을 위한 국제전문가 회의”를 서울에서 개최하였다. 이번 국제전문가 회의에서는 과학기술 및 젠더 전문가들이 만나 남성과 여성들의 다양한 과학기술의 상호작용과 성평등 및 여성의 역량 강화에 미치는 영향들에 대해 논의하였다.

유엔여성기구 성평등센터의 이정심 센터장은, “이번 회의는 성별 차이에 의한 과학기술과의 상호작용의 차이점을 조명하고 성평등, 혁신, 그리고 과학기술의 연계에 대한 지식을 공유하는 장을 마련할 것”이라고 동 회의 개최 의의를 강조했다.

이번 회의는 유엔여성기구, 유엔경제사회사무국, 국제노동기구, 유엔식량농업기구, 자카르타 펄스 랩(Pulse Lab Jakarta), 학계, 시민사회단체, 통계청 등 26명의 주요 젠더 및 데이터 전문가들이 모여서 과학기술과 인간 간 상호작용의 성별 차이를 논의하고 차이점들을 측정하기 위한 방법들을 구상하였습니다. 회의의 성인지적 관점에서 인간과 과학기술 간 상호작용의 폭을 살펴보고 비전형적인 데이터 소스와 다른 형태의 통계적 혁신이 성별과 과학기술에 대한 성별 데이터 격차를 어떻게 메꿀 수 있는지에 대해 논의하였다.

전문가들은 새로운 과학기술과 혁신은 여성들의 사회적, 경제적 결과들을 개선시키는 잠재력이 있고 디지털 도구들은 정보, 교육, 및 기술의 접근성 확대의 기회들을 제공하며 이것은 취업 및 사업 기회 증가로 이어질 수 있다는 점에 모두 공감하였다.

그럼에도 불구하고, 전문가들은 과학기술의 혜택들은 자동적으로 따라오지 않아 성별 디지털 격차가 증폭되고 현존하는 성불평등이 영구화 되고 있다는 점에 우려를 표시하였다. 과학기술은 또한 온라인상의 괴롭힘과 같이 여성과 남성들을 다양한 안전 문제에 노출시킬 수 있다. 이정심 센터장은 “이러한 상황에서 여성과 과학기술에 대한 전문가 회의를 통해 여성과 남성이 어떻게 과학기술과 상호작용하는지, 그리고 과학기술이 성평등과 여성역량 강화에 미치는 영향들을 이해하는 것이 매우 시기적절하다”라고 평가하였다.

이화여자대학교의 강미나 교수는, “이번 전문가 회의는 훌륭한 데이터와 제도, 지식, 혁신을 연계한 여성기술 지표 개발에 대한 우수한 개념적 틀을 제공하였다.”라고 회의의 성과를 평가하였다. 아울러 강미나 교수는 정책 변화에 영향을 주고 성별 격차를 해소하는 지식을 창출하기 위한 통계적 조치와 지표 개발의 필요성을 강조하였다.

전문가 회의는 여성과 과학기술의 연결점을 측정하는 현존하는 지표들과 도구들의 측정가능성을 높일 수 있는 방법을 논의하였다. 또한 전문가들은 현존하는 관련 지표들을 재검토하고 개정 혹은 새로운 지표 개발 및 소통과 홍보가 필요한지 평가하는 등 향후 개선 과제에 대해서도 심도 깊게 논의하였다. 성평등센터는 대한민국의 여성가족부의 지지를 받아 2022년에 뿌리 깊은 성차별적인 편견들과 관례들을 해소하기 위해 설립되었으며 관련 파트너와 긴밀히 협력하여 여성 및 과학기술 연계를 측정하는 글로벌 노력에 기여할 것이다.
